HB 2289 Local exchange telephone service.

SUMMARY:
Local exchange telephone service. Requires telephone exchanges within a county, except for Isle of Wight County, to be contiguous within a county and with the next adjacent exchange or exchanges existing exclusively outside the countywide area. Under the bill, the extended area of service is chargeable to subscribers on a flat rate basis consistent with rates established by rate groups relative to the size of the new service area. The bill requires telephone companies authorized to provide local exchange service to Isle of Wight County to provide, by June 1, 1995, contiguous service with all exchanges within Isle of Wight County and contiguous service with all exchanges in the cities of Hampton, Newport News, Norfolk, Portsmouth, Virginia Beach, Chesapeake and Suffolk. Such service is to be provided on a flat rate basis to the subscribers in Isle of Wight County commensurate with the rate groups established by the State Corporation Commission as applicable to Suffolk. The SCC is required to prescribe enforcement measures and is given jurisdiction to decide disputes arising from the bill's provisions. An emergency clause makes the bill effective from its passage.
