SUMMARY:

State-local cooperative budget formula. Requires the Board of Health to develop and recommend to the Governor, the General Assembly, and the Secretary of Health and Human Resources a needs-based formula for funding local and district health department operations which is based on the demography and economy of the area and designed to be phased in over a 10-year period. The Board must consider the formula which was developed in 1988 in its development process.
