SUMMARY:
Impact fees for road and school improvements. Expands the article that currently gives certain Northern Virginia localities the authority to impose impact fees for road construction and expansion, to include the City of Chesapeake (described by population). The bill also provides for the imposition of impact fees on new development for schools attributable to such development. Credit of up to 100 percent of the fee may be allowed for a demonstrated fiscal benefit to the City from the development. In Chesapeake, the impact fees are capped at $3,000 per unit.
