SUMMARY:

Authority of certain local governments to remove or repair defacement of certain public or private real property. Authorizes the City of Virginia Beach, described by population, to remove graffiti at the city's expense that is visible from a public right-of-way after notice to the owner, and if the owner objects, by a public nuisance action.
