SUMMARY:
Redistricting geographic residence districts used for at-large elections in certain cities. Provides that in any city over 350,000 (Virginia Beach) where any members of city council are elected at large but must live in specific geographic residence districts, the districts must be of approximately equal population. A city which did not so redistrict after the 1990 census must do so by September 1, 1995. A schedule is provided for implementing the newly redistricted districts beginning with the 1998 councilmanic election.
