SUMMARY:

Ungranted shores of the sea, marsh and meadowlands. Assigns to the Virginia Marine Resources Commission management responsibility for approximately 28,000 acres of ungranted shores of the sea, marsh and meadowlands in the Commonwealth. The measure also requires the Commission to prepare a management plan for these lands, and directs the Commission to file initial inventories identifying these lands on the Eastern Shore that are owned by the Commonwealth. The management plan will be developed with advice from a new body, the Virginia Coastal Land Management Advisory Council, which the bill creates. Procedures are established for the review, filing, and preparation of supplemental or amended inventories. The Commission is prohibited from preparing or filing an amended or supplemental inventory unless (i) requested by a party to a land conveyance, (ii) the federal government has asserted title to the ungranted land, or (iii) the amended or supplemental inventory only asserts the state's title to a portion of the ungranted property. A claim of ownership or an interest in lands designated as ungranted shores of the sea, marsh or meadowlands in an initial, amended or supplemental inventory has to be brought within two years of the inventory performed by the Commission.
