SUMMARY:

Virginia Plan for Equal Opportunity in Higher Education Commission. Establishes the Virginia Plan for Equal Opportunity in Higher Education Commission accountable to the General Assembly and charged to (i) provide legislative review and oversight of the Plan, (ii) monitor and evaluate initiatives designed to further higher education desegregation efforts, and (iii) analyze and apprise the Governor and the General Assembly of the effect of certain public policies on minorities' access to higher education in Virginia. Consistent with JLARC's findings and recommendations concerning equal education opportunity programs and the affirmative action plans of public institutions of higher education, the State Council of Higher Education is designated as the state agency responsible for coordinating such programs and plans. The Council is required to provide assistance to the Commission upon its request, and to report annually to the Commission, the Governor, and the General Assembly on its coordinating duties and activities.
