SUMMARY:
Virginia Homeless Persons Revolving Fund. Creates the Virginia Homeless Persons Revolving Fund to be administered by the Department of Housing and Community Development. The Fund shall primarily be drawn from interest on certain accounts held by real estate brokers and salespeople licensed under Title 54.1. The Fund, which is modeled after the Virginia Housing Partnership Revolving Fund in Title 36 and the Interest on Lawyers' Trust Accounts (IOLTA) program established pursuant to the Rules of the Virginia Supreme Court, shall be used to provide grants to "organizations,” as defined in the bill, which provide direct services to homeless persons or families or those persons or families at risk of becoming homeless.
