SUMMARY:

Jail industries. Expands the jail industries program to allow sheriffs or jail superintendents to establish jail industry programs outside the confines of the jail but on property or public works owned by the locality or federal government. Current criteria for the selection of appropriate inmates to work outside the confines of the jail would continue. The bill allows the sheriff or jail superintendent to make all payroll deductions and distributions according to current law, except that the deductions shall not exceed 80 percent of the participant's gross wages. The bill also provides for the sheriff or jail superintendent to establish a special operating fund for the program as opposed to depositing the funds in the treasury of the locality. Such funds would be subject to at least an annual audit. The provisions of the bill continue the prohibition of sales to other than municipal and county agencies in Virginia and the federal, state and local public agencies within or without the Commonwealth.
