SUMMARY:
Medical records; access by patient. Clarifies that health care providers own patients' medical records and delineates the circumstances under which providers may release copies of medical records; outlines the procedure for responding to requests for medical records, including those which involve patients who are deceased or those incapable of making an informed decision; and includes provisions identical to that in current law which allows the denial of access by the patient to his medical records if the person's physician or clinical psychologist has documented that such access would be harmful to the patient.
