SUMMARY:

Learner's permits; issuance of driver's licenses to certain persons without examination by DMV. Provides for waiver of knowledge and skills examinations for driver's license applicants who have successfully completed driver education or driver training school courses and eliminates fixed term for validity of learner's permits.
