SUMMARY:

School uniforms. Uniforms in public schools. Directs the Board of Education to develop model guidelines for local school boards to utilize when establishing requirements for pupils to wear uniforms. The Board is to consider ways to promote parental and community involvement; relevant state and federal constitutional concerns, such as freedom of religion and freedom of speech; and the ability of pupils to purchase such clothing. Local school boards may then establish requirements, consistent with these guidelines, for the wearing of uniforms in any of their schools during the regular school day. No state funds may be used for the purchase of school uniforms Currently, only the school boards of the Cities of Petersburg and Portsmouth are authorized to require students to wear uniforms, upon the development of Board of Education guidelines, pursuant to Chapter 671, 1991 Acts of Assembly and Chapter 211, 1992 Acts of Assembly, respectively. This bill is identical to HB 2032.
