SUMMARY:

Certificates of public need. Removes the Woodrow Wilson Rehabilitation Center of the Department of Rehabilitative Services from the definition of “project,” thereby exempting Woodrow Wilson from the requirements of the certificate-of-public-need law which establishes criteria for determining “need” for construction of certain health care facilities in order to limit unnecessary proliferation of high-tech facilities. The facilities of the Department of Mental Health, Mental Retardation and Substance Abuse Services and the community services boards (local mental health agencies) as well as certain portions of physicians' offices are already accorded exemptions in this manner.
