SUMMARY:
Teacher dismissal; determinations of competency. Requires school boards to include in their policy manuals provisions that promote the retention of the most highly qualified, competent teaching staff. The provisions are to define those qualities in teaching personnel, including continuing education and teaching performance evaluations, that may be considered in determinations of teacher competency and must indicate any weight given a particular quality or component. The Standards of Quality require local school boards to maintain policy manuals that include a cooperatively developed procedure for personnel evaluations. Under current law, teachers may be dismissed or placed on probation for incompetency, immorality, noncompliance with school laws, conviction of a felony or crime of moral turpitude, disability as shown by medical evidence, or “other good and just cause.”
