SUMMARY:
Annual contracts for teachers and administrators. Eliminates continuing contract status for teachers and administrators and establishes annual contracts for those school personnel who have completed the required three-year probationary period. The school board and the teacher must give written notice of nonrenewal of the annual contract by April 15 of each year. Absent this notice, the annual contract will continue for the ensuing year according to its terms, similar to the present procedure for continuing contracts. All teachers who have achieved annual contract status would be afforded grievance procedure protections similar to those currently granted to continuing contract teachers, including access to a fact-finding panel. Dismissal during the annual contract, and failure by the school board to renew the annual contract, would be grievable. The local school board retains exclusive final authority over employment decisions, including dismissals and nonrenewals.
