SUMMARY:
Citizen advisory boards; Department of Corrections. Creates citizen advisory boards for each of the Department of Corrections' regions to be composed of citizens, judges, prosecutors, law-enforcement personnel, Department employees, defense attorneys, inmate advocates, inmate family members, former inmates, and clergy. The advisory boards are directed to investigate and report on the (i) general state of correctional facilities, their administration, correction policy and practices, and the treatment of prisoners therein; (ii) health, welfare and safety of prisoners: the availability of education, vocational, employment and rehabilitation programs, proper medical, psychiatric and counseling services, and healthy and nutritious meals; (iii) sufficiency and availability of regular visiting hours, telephones, clergy and attorneys; (iv) the treatment of visiting family, friends, and program volunteers; and (v) the availability of transportation for visiting family members. These boards are also to advise and inform (i) the community-at-large of current needs and trends in Department of Corrections policy and practices and (ii) the Department of Corrections on implementation, improvements, and general modifications to policies and practices relative to prisoner education, vocational, employment and rehabilitation programs, visitation, medical, psychiatric, and counseling services and religious and volunteer programs.
