SUMMARY:

Virginia Abandoned Waste Site Authority. Establishes the Authority as a political subdivision of the Commonwealth for the purpose of providing financing for the cleanup of abandoned solid and hazardous waste sites. The Authority is authorized to issue up to $25 million in tax-supported revenue bonds under Article X, § 9 (d) of the Constitution. A special, nonreverting fund (the Abandoned Waste Site Fund) is established. Projects are to be undertaken in order of priority based on their threat to public health and the environment. The bill does not become effective unless reenacted by the 1996 General Assembly.
