SUMMARY:
Victim-offender reconciliation programs. Permits by local option of a Victim and Witness Assistance Program the institution of a voluntary victim-offender reconciliation program which would provide for the after-conviction confrontation, under certain conditions and within a controlled environment, of the victim and the offender to allow direct presentation of grievances and discussion of restitution. Both the victim and the offender must consent to participate, and the fact that either person refused to participate is not to be used either directly or indirectly at sentencing. The victim-witness program, the Commonwealth's attorney and the defense attorney are to be released from all civil liability or criminal responsibility which might otherwise attach as a result of the parties' participation in the reconciliation program.
