SUMMARY:
Motor carriers. Allows the Reciprocity Board and the Governor to enter into reciprocal agreements with other states for road tax collections; vests DMV, generally, with authority to establish “one-stop shopping” services for motor carriers in Virginia; requires motor carriers to provide DMV with proof of insurance prior to receiving Virginia operating credentials; and transfers general oversight of road tax collections from SCC to DMV.
