SUMMARY:

Construction of certain gas pipelines and related facilities. Requires the State Corporation Commission to follow prescribed public notice requirements and consider certain factors when issuing a certificate of public convenience and necessity for a pipeline for the transmission or distribution of natural or manufactured gas. The bill provides that approval of a pipeline pursuant to this process satisfies and supersedes the requirements of § 15.1-456, relating to comprehensive plans of planning commissions, and local zoning ordinances. However, under the provisions of the bill, the SCC may not approve the construction of a natural gas compressor station in an area zoned for residential use unless a public utility provides certification from the local governing body (within 45 days of the utility's written request) that such station is consistent with the zoning ordinance.
