SUMMARY:
Filing of any bill mandating local government expenditures. Requires that any bill mandating a net additional expenditure by any county, city, or town be filed by the first calendar day of any regular session. A “mandate” has the effect of requiring the performance of a new or expanded service or maintenance of an existing service at a specific level, assuming administrative costs in support of state-related programs, or furnishing capital facilities for state-related activities. The Commission on Local Government's current statutory responsibility to prepare expenditure estimates for bills with local fiscal impact is transferred to local mandates bills identified by the Division of Legislative Services.
