SUMMARY:

Virginia Juvenile Community Crime Control Act. Creates a new program which appropriates funds directly to localities through the Virginia Juvenile Community Crime Control Act. The purposes of the bill include (i) promoting a minimum level of services to be available to each juvenile court, (ii) ensuring local autonomy and flexibility in addressing juvenile crime, (iii) encouraging public/private partnerships in delivery of services, (iv) emphasizing parental responsibility, and (v) establishing local programs through which to allocate state resources. The State Board of Youth and Family Services is directed to establish standards for program compliance.
