SUMMARY:

Regulation of stormwater. Provides that a locality which adopts a stormwater control program must provide a full waiver of charges to federal, state or local government agencies when the agency is in compliance with § 10.1-603.8 (local approval of stormwater control programs) or when a project constructed by or for the agency was completed prior to 1994.
