SUMMARY:

Fines recoverable by localities. Clarifies that fines, costs and penalties assessed in traffic cases, including parking violations, and criminal cases constitute civil judgments in favor of a locality (for violation of an ordinance) or the Commonwealth (for a violation of state law). Both local and state fines and costs are recoverable as civil judgments, within 10 years if imposed in a district court case or 20 years if imposed in the circuit court.
