HB 1801 Training and certification of waste facility operators.

SUMMARY:
Training and certification of waste facility operators. Transfers the regulatory authority for the training and certification of waste management facility operators from the Board for Waste Management Facility Operators to the Virginia Waste Management Board (“the Board”). The bill authorizes the Board to levy and collect the necessary fees to cover the administration cost of the program. The Board is to develop regulations and standards for training and certification and such regulations are to allow any person administering a training program to seek approval of the training program. Persons trained in an approved program are to be accepted for certification. Regulations and standards of the Board for Waste Management Facility Operators are to remain in effect and be used by the Board until new regulations are promulgated. The bill will take effect on July 1, 1996, or the Director of the Department of Environmental Quality certifies that the activities contemplated in the bill will not result in higher certification fees for waste management facility operators, whichever occurs later.
