SUMMARY:
Virginia sales and use tax increase; revenues designated for prison construction. Increases the sales and use tax by one-half cent with the revenues being used to pay for prison construction as a result of the abolition of parole and the reform of Virginia's sentencing laws. The increase, if approved by a referendum in November 1995, will be effective from July 1, 1996, through June 30,1999.
