SUMMARY:
Local motor vehicle licenses. Allows any city, as well as specific counties (Arlington, Fairfax, Loudoun, and Prince William) and towns within them to require payment of parking fines owed them prior to issuance of local motor vehicle decals. Currently only five cities (Alexandria, Chesapeake, Danville, Falls Church, and Fairfax) may do so.
