SUMMARY:

Unemployment compensation; reemployment services. Conditions claimants' unemployment compensation benefit eligibility upon participation in reemployment services if it is determined that claimants are likely to exhaust regular benefits and need reemployment services. The need for reemployment services will be determined through a profiling system to be developed by the Virginia Employment Commission (VEC). This eligibility condition will not apply if the VEC determines that the claimant has received reemployment services or there is good cause for the claimant's failure to participate in the service's programs. The bill also incorporates references to Title III of the federal Job Training Partnership Act with regard to training programs that the VEC may approve for claimant participation without loss of unemployment compensation benefits.
