SUMMARY:
Unemployment compensation; employer responsibility for benefit charges; administrative review. Makes miscellaneous changes in the unemployment compensation laws of the Commonwealth. The bill permits local hearing officers to hear unemployment compensation tax liability cases in addition to benefit claims. The bill also details administrative procedures for determining whether an employing unit is an employer. Finally, the bill provides that an employer is not responsible for benefit charges when his employee leaves employment voluntarily to enter approved training under Title III of the Job Training Partnership Act.
