SUMMARY:

Public service companies; public utilities; extensions or improvements outside certificated territory. Provides that a public utility need not obtain a certificate of convenience and necessity from the Virginia State Corporation Commission (SCC) for ordinary extensions of or improvements to its facilities that are undertaken in the ordinary course of business. The bill also provides that whenever such ordinary extensions or improvements are to be constructed by a public utility outside its certificated territory, a map of the same must be filed with the SCC and prior notice of the extension must be given to the public utility or other entity certificated to provide service within that territory. Finally, the bill provides that the provisions of § 56.2-265.2 are subject to the provisions of § 56.2-265.3. An emergency clause makes the bill's provisions effective from its passage.
