SUMMARY:
Newspaper theft. Provides that any person who takes at any one time more then five newspapers or other periodicals which are distributed on a complimentary basis without the consent of the publisher and with the intent to impede distribution has committed a violation punishable by a civil penalty of not more than $500 provided the publisher has affixed notice on the publication that not more than five copies may be lawfully taken at any one time.
