SUMMARY:

VHDA; financing of certain housing developments. Requires the commissioners of VHDA to make certain findings before any housing development may be undertaken by a housing sponsor. Currently, VHDA is required to make such findings. The bill also requires the executive director of VHDA to find that the local governing body where the housing development is to be located has not certified its disapproval of the development. The bill provides that a local governing body may only issue a certificate of disapproval under certain circumstances.
