SUMMARY:

Consolidation of city and county into a consolidated city. Provides that the Commonwealth's disbursements to local governments and school boards that presently continue for five years after consolidation would also continue for a consolidated city with a political subdivision within its boundaries. The bill also authorizes the consolidation agreement to contain a provision allowing the former city to have and exercise the powers of a town in the consolidated city and the consolidated city to have and exercise in the former city the powers a county has in towns. The consolidation agreement may provide for annexation by the former city by ordinance, with a review limited to the Commission on Local Government. The agreement provides that, where the county has approved by referendum the direct election of school board members, such choice will be binding upon the former city electors without further referendums.
