SUMMARY:

Voter registration procedures; extended time for certain persons to register. Provides that persons in the “uniformed services,” in the merchant marine, or employed overseas, and their spouses and dependents, may register in person past the usual deadline for closing the registration lists. Present law permits only members of the “armed forces” or merchant marine and recently discharged members of the armed forces, their spouses and dependents, to register past the deadline. The use of the term “uniformed services” includes the commissioned corps of the Public Health Service and the National Oceanic and Atmospheric Administration as well as the Army, Navy, Air Force, Marine Corps, and Coast Guard. The bill also allows all members of the “uniformed services” and their spouses and dependents to register by absentee application. The State Board of Elections is directed to prescribe procedures for adding late registrants to the lists of registered voters.
