SUMMARY:

Charter; City of Virginia Beach. Requires the council to reapportion the seven boroughs into seven districts with approximately equal populations. Also, there shall be an advisory referendum on the question of whether the members from the seven districts shall be elected at large or only by residents of the individual districts. The three councilmembers and mayor elected at large are not affected by this change, and the system of four-year staggered terms for council remains in effect
