SUMMARY:
Charter; City of Newport News. Changes from at-large councilmanic elections to (i) election of the mayor at large rather than selection by council from its members and (ii) election of members of council from wards. The bill also provides for elections to fill vacancies in such offices to be held at any general election rather than only at general councilmanic elections.
