SUMMARY:

Charter; City of Richmond. Deletes obsolete language in the section pertaining to calling and holding an advisory referendum and conforms such section to state law. The bill provides for six affirmative votes, rather than four, by school board members to appropriate additional school funds; this increase recognizes the fact that school board membership now mirrors city council membership. Election provisions for school board members are simplified, since in 1996 and thereafter school board elections will mirror council elections. The city's public library board is increased from seven to nine members with the two additional members being qualified voters of the city.
