Sales and use tax exemption; Family and Children's Services of Richmond. Grants a sales and use tax exemption from July 1, 1995, through June 30, 1998, to any nonprofit organization which provides a variety of social services to families in crisis, homeless youths and the elderly. Incorporated in House Bill 1459.
