SUMMARY:

Watershed improvement districts; referenda on district taxes, service charges, and bonds. Authorizes the Virginia Soil and Water Conservation Board to promulgate regulations for conducting referenda (i) establishing watershed improvement districts or (ii) setting the tax rates or service charges on landowners within a district. Currently, such referenda are conducted in accordance with procedures established by the State Board of Elections.
