SUMMARY:
Recycling zones. Establishes the Virginia Environmental Economic Development Act to create various financial and other incentives to encourage recycling activities, including the expansion of current facilities and the attraction of new ones. The proposal is modeled after the Enterprise Zone Act and permits the creation of recycling zones and grants to business firms located there (and conducting certain recycling activities), various state tax breaks, and regulatory advantages. Local tax breaks are optional and not mandated.
