SUMMARY:
Judicial nominations commission. Creates a 16-member commission, one member from each congressional district and five at-large members (all elected by the General Assembly), to submit nominations for vacancies to the Supreme Court, the Court of Appeals or the State Corporation Commission. Guidelines are provided for determining those qualified. The names of no more than three persons qualified for each vacancy together with a written report are to be submitted for consideration by the General Assembly. Submission of a candidate's name is not a prerequisite to his election. Civil immunity is provided for members of the commission.
