HB 1149 Literacy passport testing program.

SUMMARY:

Literacy passport testing program. Requires the Board of Education to establish criteria to ensure that greater weight is given to the accurate application of grammatical and organizational skills, syntax and logic in grading the literacy test in writing. The Board must also ensure that regulations include the right of parents and guardians to review the student's test papers and scores, and the criteria for grading all literacy tests. The bill provides that any student who passes any one of the literacy tests (i.e., mathematics, reading, and writing) and participates in remediation in the subjects failed on the literacy tests, and who earns passing grades in mathematics, science, history, and English during the first grading period in the ninth grade, shall be classified as a ninth grade student for the remainder of the school year, and may also participate in extracurricular activities. The student shall keep the classification and extracurricular privileges for so long as passing grades are maintained in the subjects noted, or when he passes the literacy tests. This measure was carried over by the House Education Committee.
