SUMMARY:
Subdivision ordinances; reimbursement for off-site road improvements. Authorizes the City of Chesapeake (described by population) to implement an off-site pro rata road improvement program whereby individual developers in an area are only required to pay their proportionate share of such improvements, with construction of the road to occur only once sufficient funds have been collected by the city. Localities currently have such authority with respect to off-site sewerage, water and drainage improvements. However, with current pro rata road programs, the initial developer must fund the entire cost of the off-site road improvements, with subsequent developers reimbursing their portions of the cost.
