1995 SESSION
WHEREAS, General District Judge Robert B. Spencer, Jr., who has served on the bench for nearly 35 years, has announced his retirement, effective June 1, 1995; and
WHEREAS, a native of Dillwyn, Robert Spencer graduated from Hampden-Sydney College and earned his law degree from Washington & Lee University in 1951; and
WHEREAS, Robert Spencer was a lawyer in general practice in Buckingham when he was first asked to serve as a substitute judge; and
WHEREAS, on August 1, 1960, Robert Spencer was appointed by the circuit court to succeed Judge G. M. Rogers on the county lower court, a position that was then only part-time; and
WHEREAS, in 1973, Judge Spencer became the lower court judge for Cumberland County, and in 1979, when Virginia made all of its sitting judges full-time, Judge Spencer was one of the judges selected to represent the 10th Judicial Circuit; and
WHEREAS, through nearly 35 years of service on the bench, Judge Robert Spencer has served the citizens of the 10th Circuit with wisdom, integrity, and great distinction; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That Judge Robert B. Spencer, Jr., be commended on the completion of a judicial career marked by singular dedication to the citizens of the Commonwealth and to the cause of justice; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Judge Robert B. Spencer, Jr., as an expression of the Senate's admiration and gratitude for his outstanding career and best wishes for a long, fulfilling, and well-earned retirement.
