SENATE JOINT RESOLUTION NO. 362
Commending the Chesapeake General Hospital and the Chesapeake Health Department for the Neighborhood Helper Program.

WHEREAS, the Neighborhood Helper Program, jointly developed and administered by the Chesapeake General Hospital and the Chesapeake Health Department, is designed to promote healthier lifestyles through health education and early intervention; and

WHEREAS, the Neighborhood Helper Program's goal is to have Neighborhood Helpers in 60 to 75 percent of Chesapeake's neighborhoods, where volunteers can provide services on a personal, neighbor-helping-neighbor basis; and

WHEREAS, graduates of the program are trained in CPR and first aid, are equipped to check blood pressure, can render self-care advice and information, and can refer neighbors with health problems to the appropriate health-care facility; and

WHEREAS, Neighborhood Helper Program volunteers are trained to help people care for themselves in their own homes, to assist with minor health problems before they worsen and require hospital care, and to act as a community resource for health care information; and

WHEREAS, the volunteers continue their training at quarterly meetings, where they receive information on specific health care problems, such as AIDS and drug and alcohol abuse; and

WHEREAS, through this innovative program, the Chesapeake General Hospital and the Chesapeake Health Department are promoting better preventive health care, are creating valuable human resources in Chesapeake's neighborhoods, and are providing the opportunity for dedicated citizens to become intimately involved in their surrounding communities; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend the Chesapeake General Hospital and the Chesapeake Health Department for creating and developing the Neighborhood Helper Program; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare copies of this resolution for presentation to Donald S. Buckley, president of Chesapeake General Hospital, and Dr. Nancy Welch, director of the Chesapeake Health Department, as an expression of the General Assembly's admiration and gratitude for their creation of such a uniquely valuable health program.
