AMENDMENT IN THE NATURE OF A SUBSTITUTE

Continuing the Joint Commission on Management of the Commonwealth's Workforce.

WHEREAS, the 1993 Session of the General Assembly authorized the creation of the Joint Commission on Management of the Commonwealth's Workforce to undertake a comprehensive evaluation of the Commonwealth's compensation, personnel and management policies and procedures; and

WHEREAS, the 1994 Session of the General Assembly reestablished the Joint Commission on Management of the Commonwealth's Workforce pursuant to Senate Joint Resolution No. 152 (1994); and

WHEREAS, due to the number and complexity of the issues involved, the joint commission has agreed that another year of study is necessary; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Joint Commission on Management of the Commonwealth's Workforce be continued. The joint commission shall continue to evaluate and monitor the Commonwealth's compensation, employee benefit, personnel and management policies and procedures. The joint commission shall further examine the advisability of establishing the joint commission as a legislative commission of indefinite duration. The membership of the joint commission shall continue to serve as appointed pursuant to SJR 152 (1994). Vacancies shall be filled in the same manner as the original appointments.

The staffs of the Senate Committee on Finance, the House Committee on Appropriations, and the Division of Legislative Services shall provide staff support for the joint commission. The Department of Personnel and Training shall provide technical assistance to the joint commission. All agencies of the Commonwealth shall provide assistance in the manner deemed appropriate by the joint commission, upon request.

The joint commission may also request the participation of other members of the General Assembly and individuals from both the public and private sectors who are knowledgeable in personnel, management, and compensation systems to provide technical advice as it deems appropriate. Such individuals may be reimbursed for actual expenses. The joint commission may request employee input through such means as it may deem appropriate. In addition, the joint commission may employ consultants as it deems necessary to assist it in its work. Expenses for such consulting services shall be partially funded from funds appropriated by the General Assembly in the amount of $50,000.

The direct costs of this study shall not exceed $6,000.

The joint commission shall be continued for one year only and shall complete its work in time to submit its final findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
