LD3166681WHEREAS, the 1993 Session of the General Assembly authorized the creation of the Joint Commission on Management of the Commonwealth's Workforce to undertake a comprehensive evaluation of the Commonwealth's compensation, personnel and management policies and procedures; and
WHEREAS, the 1994 Session of the General Assembly reestablished the Joint Commission on Management of the Commonwealth’s Workforce pursuant to Senate Joint Resolution 152 (1994); and
WHEREAS, due to the large quantity and complexity of the issues involved, the Joint Commission has agreed that another year of study is necessary; now, therefore, be it
RESOLVED by the Senate of Virginia, the House of Delegates concurring, That the Joint Commission on Management of the Commonwealth's Workforce, as established by Senate Joint Resolution 279 (1993), and as reestablished by Senate Joint Resolution 152 (1994), be hereby reestablished. The Joint Commission shall continue to evaluate and monitor the Commonwealth's compensation, employee benefit, personnel and management policies and procedures. The Joint Commission shall further examine the advisability of establishing the Joint Commission as a legislative commission of indefinite duration.
The membership of the Joint Commission shall continue as established by Senate Joint Resolution 152 (1994). Vacancies shall be filled in the same manner as the original appointments.
The direct costs of this study shall not exceed $6,000. To assist the Joint Commission in its duties, the Commission may employ such consulting services as it deems necessary. Expenses for such services shall be partially funded from a separate appropriation by the General Assembly in the amount of $50,000.
The Joint Commission may request the participation of other members of the General Assembly and individuals from both the public and private sectors who are knowledgeable in personnel, management and compensation systems to provide technical advice as it deems appropriate. Such individuals may be reimbursed for actual expenses. The Joint Commission may request employee input through such means as it deems appropriate.
Staffing for the Joint Commission shall be provided jointly by the staffs of the Senate Finance Committee, the House Appropriations Committee, and the Division of Legislative Services. The Department of Personnel and Training and all other agencies and institutions of the Commonwealth shall make available to the Joint Commission all information, and shall provide any assistance, which shall be necessary for the completion of this study.
The Joint Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.
Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
