SENATE JOINT RESOLUTION NO. 347
Requesting the Virginia Housing Study Commission to study the state and federal regulations governing the administration of tenant organizations in public housing projects and make recommendations for solutions which create incentives for tenant management, home ownership, and economic empowerment.

WHEREAS, the involvement of tenants is important in the creation of a positive living environment and in contributing to the successful operation of public housing; and

WHEREAS, the federal Department of Housing and Community Development has established policies, guidelines, and requirements for tenant participation in the management of public housing pursuant to regulations set forth in 24 CFR Part 964; and

WHEREAS, public housing projects for persons of low income are established and organized in the Commonwealth pursuant to the Housing Authorities Law pursuant to Chapter 1 of Title 36 of the Code of Virginia; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Virginia Housing Study Commission be requested to study the state regulations governing the participation of tenant organizations in the management of public housing projects and address the following issues in addition to those it determines to be significant: (i) determine the relationship and extent of state and federal regulation of such organizations; (ii) evaluate the effects of tenant organizations on the operation of, and conditions at, public housing projects in the Commonwealth and in other jurisdictions; (iii) determine ways for tenant organizations to receive federal money directly to promote home ownership by low-income families; and (iv) recommend alternatives and solutions which remove barriers and create incentives for tenant management, home ownership, economic empowerment and the establishment and successful operation of tenant organizations in public housing projects.

The staff of the Department of Housing and Community Development shall provide staff support for the study. All agencies of the Commonwealth shall provide assistance to the Commission, upon request.

The Virginia Housing Study Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
