WHEREAS, owning a home represents one of the major personal and economic goals of many American households; and

WHEREAS, home ownership is an important factor in the stability of neighborhoods and communities; and

WHEREAS, the rising cost of housing and the corresponding high down payment requirements have resulted in a significant barrier to home ownership; and

WHEREAS, the Virginia Housing Partnership Fund has established a sold record meeting a broad range of housing needs across the Commonwealth to make safe, decent, and affordable housing available to all citizens; and

WHEREAS, even though the strides in housing have advanced through money available from the Partnership Fund, the goal of home ownership remains unattainable to many Virginians; and

WHEREAS, although Virginia receives grants and other funds from the federal government for housing, the demand for these funds often results in insufficient money going to tenant and other housing organizations; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Department of Housing and Community Develop be requested to study ways for tenant organizations to receive federal money directly to promote home ownership by low-income families.

The Department of Housing and Community Development shall provide staff support for the study. All agencies of the Commonwealth shall provide assistance to the Department, upon request.

The Department of Housing and Community Development shall complete its work in time to submit its findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.
