1995 SESSION
LD9820000WHEREAS, nearly 37 million Americans were poor in 1992, including more than 830,000 Virginians; and
WHEREAS, the causes of poverty are multi-faceted and the effects of poverty range from hunger and homelessness to despair and hopelessness; and
WHEREAS, the 26 local Community Action Agencies and the four statewide networks were created by volunteers, local governments, business and civic organizations to provide real opportunities for and promote self-sufficiency among their low-income citizens; and
WHEREAS, these local agencies from the Eastern Shore to Big Stone Gap, from rural Southside to the cities of Northern Virginia, since 1965 have provided job training for unemployed people, placing them in unsubsidized jobs and enabling them to move from dependency to self-sufficiency by providing critical support and encouragement; and
WHEREAS, low-income children have attended Community Action Head Start and day care programs, enabling them to enter our public schools prepared to learn; and adolescents have been enrolled in Community Action tutoring and alternative education programs, and have participated in Community Action's Project Discovery programs, enabling them to remain in school and go on to attend college; and
WHEREAS, low-income families have been able to stay in their own homes through Community Action counseling services and housing rehabilitation programs, and have received water/wastewater facilities through Community Action's Virginia Water Project; and others have been assisted by Community Action in moving to safe and decent homes; and
WHEREAS, families in crisis have received emergency assistance to meet basic human needs from Community Action agencies that have coordinated with other local agencies, churches, civic groups and private citizens to maximize existing community resources; and
WHEREAS, Community Action Agencies/Virginia CARES programs have assisted ex-offenders through pre-release counseling and post-release training, job development and placement, and support services, enabling them to make a successful transition from prison to society; and
WHEREAS, medical screening and/or treatment has been provided through Community Action-sponsored health clinics; and Community Action's Comprehensive Health Investment Program (CHIP) and Medical Care for Children Project (MCCP) have enabled low-income children to grow up healthier; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly proclaim Wednesday, January 25, 1995 as Community Action Day in recognition of the hope and opportunities which Community Action agencies give to the citizens of the Commonwealth.
